Position/Title: FINANCE DIRECTOR

The City of Oakbrook Terrace is located 17 miles directly west of the City of Chicago in DuPage County. The city has a population of just 2,751 but has an estimated daytime population of over 50,000.  A vibrant home-rule community with numerous restaurants, retailers, seven (7) hotels, entertainment venues, and over 4,000,000 square feet of office development. The city is seeking an experienced, team-oriented, and community-focused individual to serve as our next Finance Director.   

Position Description Overview: 

The purpose of this position is to direct and manage the operations of the Finance Department, to process and monitor daily accounting functions for the City, to direct all financial aspects of budget preparation and implementation, along with tax levy reporting and annual audits.

Essential Duties and Responsibilities:

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned:

  • Directs and manages the operations of the Finance Department, and acts as City Treasurer.
  • Directs and participates in the preparation of the annual budget, and tax levy.
  • Coordinates the annual financial audit for the City, oversees the implementation of recommendations made by the auditors.
  • Provides staff assistance to the City Administrator and City Council; prepares and presents staff reports and related correspondence.
  • Monitors revenue and expenditure trends in the operating and capital improvement budgets; monitors the City’s financial condition.
  • Directs the preparation of financial reports as required by law; prepares financial reports and analyses requested by City Administration and City Council.
  • Provides financial reports and assistance to City Departments.
  • Supervises and directs the work of Finance Department employees.
  • Serves as City Treasurer and provides staff support to the Police Pension Board.
  • Attends City Council meetings and other meetings as required.
  • Assists in tracking and monitoring investment accounts.
  • Prepares routine correspondence and filing of all required documents.
  • Performs other city financial related functions as assigned or as required.

Minimum Education and Experience Desired:

Bachelor's degree with a major in accounting, finance, public or business administration from an accredited four-year college or university and at least three (3) years of practical government experience in accounting, budgeting, and municipal auditing, or the equivalent combination of education and experience that would provide the above-noted knowledge, skills, and abilities required to perform in the position of Finance Director.

Salary & Benefits:

The starting salary range for this position is $115,000 to $145,000, depending on qualifications. The City also offers an outstanding benefits package that includes medical, dental, vision insurance, wellness program, IMRF, vacation leave, paid holiday and personal time, sick leave, tuition reimbursement, basic life insurance, and optional 457 plan participation.  Residency is not required.
